Naming a Baby by Nakshatra
In Vedic tradition a baby's name is chosen during the Namkaran (naming ceremony), and its first sound is taken from the Janma Nakshatra — the lunar mansion the Moon occupies at the moment of birth. There are 27 nakshatras, and a name beginning with the nakshatra's syllable is believed to keep the child in harmony with the Moon's placement.
The role of the pada
Each nakshatra is divided into four quarters called padas, and each pada has its own assigned syllable. So the recommended letter depends not just on the nakshatra but on which of its four padas the Moon falls in — which is why two babies with the same birth star can have different lucky sounds.
From syllable to name

A rough time is enough for the nakshatra, which the Moon crosses about once a day. The pada changes every few hours, so a more exact time pins down which of the four syllables applies. If unsure, any of the nakshatra's four syllables is traditionally acceptable.
Is this the same as naming by rashi?
